Joseph was born March 27, 1941 in Monticello, Georgia. He went home to be with the Lord on July 20, 2021. Joseph was the son of the late Eugene and Minnie (Petty) Garland. Joseph was educated in the Georgia Public Schools System and graduated from JCTS High School in 1959. He served in the U.S. Army and was honorably discharged after four years of service to his country. He graduated from CTI (Columbus State College) and attended Franklin University and Ohio Dominican Colleges in Columbus, Ohio. In addition, he attended and graduated from several Government mandatory procurement courses and other work-related classes. Joseph was employed as an export and import manager for Ashland Oil/Chemical Company for many years. He retired from the Federal Government, DSCC, in 2003 as a procurement specialist and contracting officer with over 20 years of service. Joseph was a faithful member of Ebenezer Full Gospel Baptist Church for over 50 years. He sang in the Male Chorus, Gospel Choir, and Mass Choir for many years. Joseph was a dedicated member of the Senior Usher Ministry and served as president for over 10 years. He was also a member of the Helping Hands Ministry where he held the offices of vice-president, treasurer, and chaplain for many years. In addition, Joseph was a member and chaplain of the Interdenominational Church Ushers Association for many years. Joseph loved to listen to and play Gospel music. He loved spending time with his beloved family and travel to many different destinations. He was preceded in death by his parents, brothers Willie, Ronald and Larry Garland and Ello Card, and nephew Antonio Bell. He leaves to mourn his loss, sisters, Rosia E. Harris and Odessa Bell Hague of Columbus, Ohio, Dorothy Smith of Covington, Georgia; nieces, Elna (James) Bester, Loretta Leeper, and Tijena Bell, all of Columbus, Ohio; and many other great nieces, nephews, cousins and other family members and friends. In addition to his family, very dear friend, Mitchell McKinney and special friend of many years, Victoria Jackson and family.
