Mervin E. Garland, known more affectionately as Mel by his family and friends, was born December 10, 1939 in Mount Hope, West Virginia. Mel was a veteran of the United States Army and retired from the City of Columbus where he was formerly employed in the Department of Public Service, Division of Refuse Collection. On December 15, 2016, at the age of 77, Mervin Garland passed away while at his residence in Columbus. His parents, Robert A. Garland and Margaret Williams Garland, preceded him in death. He leaves behind his companion, Louise E. Hall; special niece, Glennda A. Foster; and a host of other relatives and friends.
